If the issue persists, ensure the Portal Administrator Directory URL follows the format below: Refer to ArcGIS Enterprise: Configuring the Web Adaptor from the configuration web page for more information. To resolve the error, configure the web adaptor to enable administrative access to the site. The incorrect URL is used to access the Portal Administrator Directory. 
The web adaptor is not configured to allow administrative access. Please contact your system administrator to enable it. 
In some instances, when attempting to access the Portal Administrator Directory, the following error message is returned: Error:Īdministrative access is disabled. Please contact your system administrator to enable it Error Message Error: Administrative access is disabled.
